INTRODUCTION
The Directorate of Procurement is a statutory unit of the Federal University of Agriculture, Mubi, established in compliance with the Public Procurement Act 2007. The Directorate coordinates and regulates all procurements of goods, works and services in the University. It ensures adherence to due process, transparency, accountability and value for money in line with directives from the Bureau of Public Procurement (BPP), Federal Ministry of Education, and the University Governing Council.

Main Functions
- Procurement Planning and Coordination: Collate and harmonize University-wide procurement plan.
- Regulatory Compliance: Enforce the Public Procurement Act 2007, BPP guidelines and University’s financial regulations.
- Tender Management: Handle advertisement, prequalification, bid opening, bid evaluation, and tenders board processes.
- Contract Administration: Supervise contract awards, execution, monitoring and certification.
- Stakeholder Advisory: Advise Management, Tenders Board, and user departments on procurement thresholds and procedures.
- Database Management: Maintain a register of contractors, suppliers and consultants.
- Reporting: Prepare and submit mandatory reports to BPP and other oversight bodies.
- Capacity Development: Sensitize University staff on procurement ethics and due processes.
